Online platform MTender to ease public procurement

Public procurement will become simpler, more efficient and more transparent due to its online organization. For this purpose, the MTender electronic platform will be used. The technical concept of the Automated Information System State Procurement Register - MTender was approved today by the Cabinet of Ministers.

Bidders will be able to access the system free of charge, submit bids by completing interactive forms and monitor all subsequent stages of the procurement process. Online communication will also take place between bidders. Thus, the risks of corruption will be reduced, the procedures will become simpler and the bidders will save time and money. Using the MTender platform will allow government spending to be reduced by up to 30%, and bidders will spend 150-1,200 lei less for a public procurement procedure.

The tool will also allow every citizen to access the system and view any purchase made by a particular institution. Transparency in public procurement will increase competition in tenders, which will allow the acquisition of the higher quality goods and services at a more advantageous price.

Another innovative aspect relates to the fact that MTender will be interconnected with electronic services, such as MConect, eFactura, MPass, MPay and MSign. Thus, the system will publish online the issue and circulation of bills relating to procurement contracts and direct payments.

The test phase of the pilot project, MTender, started in January 2017, with contracting authorities being able to test small purchases in the system. The results of the test showed the increase in the number of participants in the procurement procedures, the increase of their confidence level and the shortening of the procedures.
